In November 2013,The Third Plenary Session of the 18th Central Committee of the Communist Party of China had adopted?Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform?,and the case pointing out that the government should speed up the transformation of government functions,improve the urbanization and healthy development of institutional mechanisms,promote the innovation of urban construction management,the central government should to strengthen the macro-control responsibilities and capabilities,and strengthen the local government public services,market supervision,social management,and environmental protection and other duties.Proposed to play a decisive role in the allocation of resources and better play the role of government.And allow social capital through franchise and other ways to participate in the urban infrastructure investment and operations.With the rapid growth of public demand for public goods and services,the traditional mode of relying on government investment,lack of funds,management efficiency is not high.In order to effectively alleviate the contradiction,more efficient allocation of resources,improve service,to meet the government's social responsibility and sustainable development objectives,the introduction of international advanced PPP model,with the relative optimal selection has become the current development stage of the.Through the promotion of the use of PPP in the public domain,is conducive to broaden market access,get rid of monopoly,stimulate market vitality,improve the efficiency and quality of products and services in the public sector.Based on this,this paper uses the theory of public goods,market failure,government failure theory,the general situation of the development of China's public domain based on the analysis of motivation and SWOT through analysis on the promotion of PPP model,the necessity of the application of PPP model in public areas and problems in china.Based on these problems,this paper makes a detailed analysis of the domestic and foreign typical project management experience and foreign advanced management experience,combined with the reality of our country,puts forward some countermeasures and suggestions.This paper thinks that the application of PPP model of public sphere in China should not only focus on the macro top-level system,paying more attention to operation and management project micro level,policy system is our country's strengths,but the specific implementation of management is our weaknesses.At the same time,different from the traditional research from the perspective of the government put forward relevant countermeasures and suggestions,this paper from the PPP project management is based on the essence of multi-party cooperation,involving mainly involved in social capital and financial institutions,consulting institutions,according to the different party system put forward the "legalization,standardization and specialization of the angle and multi-level management suggestions.
