Rural Infrastructure Applications BOT Model

In recent years,the "Three-Agriculture" Issues are widely concerned by the state and the community,the 18 th CPC National Congress also proposed to strengthen the construction of rural infrastructure.But for a long time,China’s rural infrastructure construction is mainly rely on government funding or farmers self financing,construction fund is seriously inadequate.BOT model is a kind of foreign advanced financing mode,which means " build-operate-transfer ".That the government to give project company the right to franchise,so that the construction of a project company and a certain period of time to operate the project,and transfer to the government for free after maturity.Introducing the BOT mode,can not only widen the financing channels,to solve the rural infrastructure construction funds difficult problem and to improve the management level of rural infrastructure,improving rural infrastructure technical content,extraordinary significance.The first chapter is an introduction,which clarifies the background of the topic and the purpose and significance of the study,lists the relevant literature at home and abroad,and describes the basic research methods and possible innovations.The second chapter and the third chapter from the point of view of theoretical study analysis the BOT concept as well as the specific mode of operation,and studies the present situation of the construction of rural infrastructure in China and the environment of investment and financing,put forward the necessity and feasibility of using BOT model in rural infrastructure.In the fourth chapter,the author expounds the concrete process of BOT project implementation through the example of the central heating project of BOT in Miyun,and proves the implementation of the project with the concrete data.In the fifth chapter,from the point of view of the project company,using the method of risk analysis,lists the possible risk of BOT model,and puts forward the corresponding countermeasures,to the BOT project company reference.The last part is the conclusion,summarizes the research results,and puts forward the prospects for the future development of the BOT project.
