| Public management is the management of the community organization to the public affairs.State tax department,as a part of the community organization,shoulders the important function as offering safeguard services for the economic and social development.How to actively adapt to new economic and social norm,positively prompt the transformation and upgrading of the financial department,to strengthen the internal financial control construction and effectively help the modernization and development of the revenue are the important tasks that the staff of the national tax system are practicing and discussing.Under new circumstances,to fasten the internal financial control construction is the objective need for the State Administration Taxation of z city to adapt to the new circumstances and new changes.It's also an urgent need for the present state tax work.In recent years,as the financial and tax system reform gradually deepen,the state administration of taxation ushers in a series of reform,with each finance department position and management system requirement and working content changing continuingly.The finance department continues to improve the internal financial control construction for the above new circumstances and new requirement,which has theoretical and practical significance for complying with the national tax department reform process,achieving the financial department modernization and helping economic and social development.This thesis combines the real national tax work condition in Z city and uses document research,contrastive analysis and normative analysis to analyze the risk point and its actions for each national tax department.It clearly points out the problem in the internal financial control and analyzes the reason.Then it comes up with proposal for solving this problem,so that it can be helpful to the improvement of the financial management and also a reference for other administrative institution's internal financial control construction. |
