Poverty is a worldwide,historic problems.It's the universal existence social phenomenon common challenges around the world in the process of development.As the primary goal of eight development goals of the United Nations.Eliminate poverty has very important significance to promote the quality of life of the people all over the world.The realization of personal value and national economic growth.As an important way to improve the human capital,Education take the decisive key role in the poverty alleviation work.How to improve the living standards of the poor and eliminating the intergenerational transmission of poverty through education.It's a hard problem for developing countries in their education development strategy.This article chose the distributed in Asia,the Americas and Africa namely India,Brazil,Mexico and South Africa,aims at explore the education policy for poverty alleviation development course,important subject,system arrangement and implement characteristics.Try to clarify what kind of history education poverty alleviation policy development has experienced?Is now in a state of what kind of?Policy formulation and implementation of subject who is it?How to arrange its construction?what characteristics exist?How to development in the future?What is the difference between the education poverty alleviation policy between this four counties?What kind of lessons can be drawn from the four education poverty alleviation policy formulation and implementation?Thus,We can grasp as a whole from a macro level.This research mainly start from the following several aspects:The introduction part introduces the selected topic reason,the research significance,the related research results at home and abroad,the key concepts,the research problem statement and content,research ideas and research methods.There are six chapters in the body of the text,which can be divided into three parts.The first part of the text includes the first four chapters,which is also the main part of the paper.The four chapters correspond to the four countries of India,Brazil,Mexico and South Africa.In each chapter,Macroscopic explorations were conducted on the course of evolution,major subjects,institutional arrangements and implementation characteristics of the poverty alleviation policy of the four countries.In terms of combing the development process,this article focuses on the evolution of the poverty alleviation policies of the four countries after the Second World War,according to the different development stages of each country.In terms of the exploration of important subjects,this article mainly analyzes both official and unofficial subjects.The official subjects mainly include the central government and local governments,the non-official subjects mainly summarize from many aspects such as non-governmental organizations,social organizations,the people and social organizations.In terms of institutional arrangements,the system construction of the four-nation education poverty alleviation policy is mainly carried out at the three levels of legal protection,strategic planning,and assistance programs.At the level of specific aid programs,the formulation and implementation of poverty alleviation policies for education are divided into different areas according to different education systems and systems in different countries.In terms of implementation characteristics,this paper summarizes three aspects:value concept,poverty alleviation mechanism,and poverty alleviation system.The second part of the text is the fifth chapter.On the basis of the previous four chapters,this part has made a multi-dimensional comparison of the similarities and differences in the poverty alleviation policies of the four countries and summed up the main experiences in formulating and implementing the education poverty alleviation policies of the four countries and made reasonable predictions about the future direction of the policies and thus The four-nation education poverty alleviation policy has a macro and overall orientation.The third part of the text is the sixth chapter.This chapter mainly discusses the formulation and implementation of the education poverty alleviation policy in China from the perspective of China's educational poverty alleviation policy.On the basis of summarizing the development status and existing problems of the education poverty alleviation policy of our country,this paper analyzes and summarizes the enlightenment of the four countries educational poverty alleviation policies to China,and analyzes them from the macro,meso and micro perspectives.It follows that our country must formulate educational poverty alleviation policies that conform to China's national conditions and have "Chinese characteristics" while complying with the concept and direction of poverty reduction in international education.
