Research On The Trust Of The Grassroots Government Based On The Participation Of Our Citizens

The government has no authority without trust.Faced with the loss of government trust in the world,increasing and innovating the forms of citizen participation has become an important way to shape,enhance and even optimize the trust of grass-roots governments.It is the necessary requirement of building a service-oriented government to understand the action mechanism of citizen participation on trust of grass-roots government and enhance the interaction and trust relationship between citizens and grass-roots government.This dissertation is based on the principal-agent theory,new public service theory and participatory democracy theory and is combined with China’s current conditions.After briefly reviewing the contemporary Chinese grass-roots government trust in the process of citizen participation,the author found that despite the current grass-roots government trust performance for citizens to actively participate in the way of government trust,to participate in the innovation of grassroots government responsive to enhance participation and good effect of the government improvement.The lack of effective interaction if grass-roots government trust,however,is a kind of pseudo-trust.There are still negative grass-roots government,the loss of grass-roots government trust as well as increased pressure of citizens for grass-roots government trust problems.And three paradoxical characters were concluded from the trust of grass-roots government.Therefore,the author proposed the main research hypotheses of this paper and the correlation analysis and Logit regression had been done with the data of China comprehensive social survey.It is found finally that the authoritarian values of citizens strengthen the trust of grass-roots government;Compared with citizen’s subjective perception of their ability to participate,citizens’ awareness of the responsibility at the grass-roots governments can promote the trust of grass-roots government;Normative citizen participation enhance the trust of grassroots governments.In particular,the education level of citizens affects the role of the subjective cognition of citizens’ self-participation ability on the trust of grass-roots government.When the education level of citizens increases,the influence of citizen’s subjective perception of their ability to participate on grass-roots government presents a positive trend.Based on this,the author puts forward the feasible measurements to improve and optimize the trust of grass-roots government from three aspects involving the transformation of government role: the citizens(the subject of grass-roots government)and the grass-roots governments(the object of grass-roots government)as well as the trust and participation environment.
