Research On The Difficulties And Countermeasures Faced By The Grassroots After The Implementation Of The New Supervisory System

Grassroots supervision is of great responsibility,which is a reliable guarantee for further promoting anti-corruption and promoting integrity and ensuring the legitimate and compliant use of public power.The implementation of the new national supervision system has laid a solid foundation for the successful development of supervision and anti-corruption struggle.However,how to solve the difficulties after the implementation of the new supervision system at the grass-roots level to ensure the normal operation of the new system and play its due role is still a practical problem that the actual working departments and academic circles need to explore and solve.Guided by the theory of institutional change,this paper uses the methods of literature research,interview and case analysis,taking LC District of WZ city as an example,analyzes and discusses the difficulties faced by the implementation of the new grassroots supervision system in China and how to solve the problems.Although the reform of China's supervision system has been successfully completed,there are still some practical difficulties after the implementation of the new supervision system at the grass-roots level: difficulties in transferring redundant personnel to other posts,unsmooth connection between the old and the new systems,unchanged staffing but heavier tasks,and job adjustment leading to discomfort in some posts.The main reasons for the above problems are: the influence of informal institutions such as habits and ideas is deeply rooted;there is no relevant local regulations to guarantee the reform;the legitimate interests of some personnel are not properly considered;the top-down reform is advancing too fast;and the systematic arrangement of reform is insufficient.Therefore,in order to solve the difficulties faced by the implementation of the new supervision system at the grassroots level,the following countermeasures should be taken: first,systematic design of the reform.Second,formulate rules and regulations to protect the operation of the new supervision system.The local people's Congress made relevant decisions for the establishment of the new supervision system,issued relevant rules to ensure the implementation of the new supervision system,and implemented the post supervisor system;thirdly,it created conditions for the smooth operation of the new supervision system.We should ensure that the goal of reform can be realized on schedule and steadily promoted.We should pay reasonable attention to legitimate personal interest requirements.We should make sure that people are suitable for their posts through on-the-job training and recruiting new people,and strive to break the inertia thinking of the staff.No political system reform can be accomplished overnight,so can the reform of supervision system.After the implementation of the new supervision system at the grassroots level,some difficulties and problems are notterrible,but normal.As long as we have firm confidence and careful planning,we can always find a good solution to the problem and ensure the stability of the new supervision system!...
