In 2008,the United States and India signed the "Civilian Nuclear Energy Cooperation Agreement",which marked the arrival of a new era of nuclear cooperation between the United States and India.Since then,the United States has continued to adjust its nuclear policy to India.From the Obama administration to the Trump administration,the United States has maintained a nuclear strategy of support and engagement with India,and nuclear cooperation between the two countries has also deepened.With the support of the United States,India has broken through the situation of nuclear isolation,and its status as a nuclear power has been recognized to some extent.This article summarizes and observes the content of the US nuclear policy to India during the Obama and Trump periods,sorts out the specific process and development of the US nuclear policy in India from 2009 to 2019,and further studies the motivation and impact of the US nuclear policy to India.The author will explore the motivations of the United States nuclear policy development and adjustment to India at both the domestic and international levels.On the one hand,the Indian groups and interest groups in the United States,as an important force,will influence the United States' nuclear policy to India through lobbying and other activities.On the other hand,the changes of international politics and the international system have also affected the strategic layout of the United States.In addition,in recent years,the United States has gradually shifted the focus of its foreign strategy to the Asia-Pacific region,especially the Indo-Pacific.It needs to pay attention to the increasingly strong India.At the same time,this article attempts to discuss the impact of the US nuclear policy to India after the efforts of two governments.From a positive perspective,both sides gain their own economic and political interests.From a negative perspective,the US open green light to India has brought a negative impact on the international non-proliferation mechanism and international security.
