Research On The Governance Countermeasures Of "routine Loan"

In recent years,with the increasing activity of non-governmental loan,the crime of "routine loan",which takes the form of "house loan" and "campus loan",has become increasingly rampant.Such crimes have various means and bad circumstances,are often interwoven with mafia-style crimes,and often result in serious consequences such as victims and their relatives selling houses to pay debts,dropping out of school,losing their jobs,separating their wives and children,and even committing suicide,seriously affect the people's lives and property security and social harmony and stability,has become today's social and economic development and people's livelihood in the field of a large tumor.However,at present,there are few systematic studies on "routine loan" in academic circles,and the relevant analysis and argumentation are relatively simple,and the study of governance countermeasures from the perspective of public management is rare.How to define "routine loan" ? What are its main characteristics What types can be classified What are the main methods and steps of the crime? How can public administrations effectively govern and guard against it? It is worth studying and paying attention to.In this paper,qualitative analysis(case study method,interview method)and Quantitative Analysis(literature study method,questionnaire survey method)are used,according to the thinking frame of "the definition of the concept-Status Analysis-Type partition-The analysis of the steps of the crime-The analysis of the causes of crime-Put forward countermeasures and suggestions".The concept,characteristics,status quo,types,criminal means and steps of "Taolu loan" are studied and explained comprehensively and systematically,especially the "Taolu loan" is divided into several types,this paper also makes an in-depth analysis of the emerging "routine loan",such as net loan and bundling loan,and reveals the habitual tactics and criminal steps of the "routine loan",and probes into and analyzes its causes from various angles,it also puts forward various feasible countermeasures and suggestions,which enriches the theory of Public Management,and provides reference for the public management departments to attack,manage and guard against "routine loan".After research,it was found that the crime of routine loan took illegal possession as its fundamental purpose,and used the names of "house loan","car loan" and other folk loans,by signing various kinds of agreements,deliberately creating defaults,falsely increasing the amount of loans,arbitrarily piling up high debts and other "tricks",creating false claims and debts,and resorting to violence,threats and other means to collect debts,and by means of Litigation,arbitration,notarization and other public power,illegal possession of other people's property.It has the remarkable characteristics of high organization,deep deception and strong deprivation,and is extremely harmful to the society.The crime of "Taolu loan" is caused by the lack of supervision and management,the singleness of financing channel,and the weak awareness of the borrower.The PublicAdministration Department must attach great importance to the construction of a socialized cooperative governance system,from locking up "professional lenders",establishing a comprehensive information platform,strengthening judicial review,strengthening "counter-routine" publicity,and other aspects of comprehensive measures,accurate development,we should solve both the symptoms and root causes of "routine loan" by rule of law thinking and rule of law,maintain normal financial order and maintain social harmony and stability.
