Research On The Service Issues Of Public Security Entry-Exit Window In Rizhao City From The Perspective Of New Public Service Theory

After the Third Plenary Session of the 18 th CPC Central Committee,the pace of China’s political system reform has been accelerated.In order to comply with the expectations of the people and further promote the transformation of the government into a people-oriented and service-oriented government,our government’s "management and service" reform continues to develop in depth.As the most approachable part of the "management and service" reform,the optimization of service is the "first shot" to promote the transformation of government functions and comprehensively deepen the reform,and is closely related to the lives of the people.In his speeches,the General Secretary of Xi Jinping stressed many times that the people’s yearning for a better life is our goal.At the national teleconference on deepening "management and service" reform,the premier of Li Keqiang also pointed out that we should focus on the outstanding problems reflected by enterprises and the masses,such as "difficult work,slow handling,long running,and running back and forth." strive to create an open,fair and just service environment.With the continuous improvement of people’s living standards,the number of people traveling abroad,studying abroad and doing business has increased rapidly,and the volume of entry and exit business has also increased sharply.Citizens have put forward new requirements for the openness of government affairs,citizen participation and intelligent business management.entry and exit window services are facing new challenges as well as new opportunities for transformation.How to ensure the quality and efficiency of window service is not only the primary problem faced by the entry and exit business departments,but also the inevitable requirement of building a service-oriented government in our country.This paper attempts to study the entry and exit of Rizao Public Security from the perspective of the new public service theory and analyze the current window service by issuing questionnaires and interviews.Finally,it aims at the team construction,system construction and innovation cooperation to put forward the corresponding countermeasures and suggestions.The first part of the paper expounds the purpose and significance of studying this topic,and introduces the research at home and broad.At the same time,determine the research methods and ideas of this paper.The second part defines the related concepts and defines the related concepts and its applicability in this paper.The third part introduces the overview of the entry and exit of Rizao Public Security,and analyzed from the business processing process,window service civilization construction and convenient services for the people.The fourth part studies the details and macro problems of window service by means of questionnaire survey and field visit,and then through on-the-spot visits and other empirical research it makes a more macro analysis.The fifth part of the paper puts forward the improvement from three aspects in view of the problems existing in the current window service.First of all,this paper puts forward some suggestions on team construction from the point of view of improving team quality and smooth communication channels,and then puts forward some suggestions on system construction from the point of view of formulating the window service construction strategy and perfecting the window service mechanism.From the point of view of post-innovation cooperation,this paper puts forward the suggestions of innovating window service mode and strengthening cooperation with the government and society.
