Research On The Problems And Countermeasures In The Current Administrative Petition Work

The People's petition system is an important supplement to the socialist democratic political system with Chinese characteristics and an important part of the socialist rule of law system with Chinese characteristics.Since the founding ceremony of the People's Republic of China,letters and visits have played an important role in understanding people's feelings,safeguarding people's interests and strengthening the relationship between the Party and the people,effectively alleviating social contradictions and ensuring social harmony and stability,known as the "Safety Valve"and "pressure reducer" of social stability,reflects the public sentiment of the"barometer.However,with the rapid economic development and the overall advancement of reform in our country,the contradictions among the people have taken on the characteristics of diversification and complexity,people's awareness of safeguarding their rights has been increasing,more and more contradictions and disputes have poured into the channels of letters and visits,and letters and visits run at a high level,in addition,the foundation of letters and visits is weak,the process of legalizing letters and visits is slow,the operating mechanism of letters and visits is not perfect,and the difficulties of letters and visits system operation are increasing.Repeated visits,over-ranking visits,pestering visits,civil disorder visits and even frequent visits have put more and more pressure on the work of letters and visits.Based on the actual operation of letters and visits in w county,this paper introduces the current operation situation,new features and main problems of letters and visits in w county through a large number of data,materials and cases,including the high-level operation of letters and visits,the weak foundation of letters and visits,the slow process of the legalization of letters and visits,the imperfect operation mechanism of letters and visits,etc.,combining with the spirit of the Fourth Plenary Session of the 19 th Central Committee,and based on the practice of petition work for many years,this paper puts forward some countermeasures and suggestions from the aspects of source governance,infrastructure construction,operation mechanism and legalization construction,that is,strengthening source governance and reducing the occurrence of petition We will consolidate the grass-roots units,strengthen the standardization of basic business,speed up the legalization of administrative letters and visits,and reform and improve the operating mechanism of administrative letters and visits.
