Research On The Improvement Of The Risk Management Capability Of Rainstorm And Waterlogging At The Grassroots Level In The Central City Of Shanghai

With the acceleration of urbanization in China,the impact of rainstorm and waterlogging on the safe operation of cities is more and more significant.It is one of the most direct and obvious natural disasters that affect the urban economic development and the life and property safety of citizens.With a high degree of urban modernization,Shanghai is vulnerable to natural disasters.In recent years,economic losses and human casualties caused by heavy rain and waterlogging should not be underestimated.Therefore,strengthening the risk management of stormwater accumulation and waterlogging at the grass-roots level in Shanghai is an important part of the improvement of urban governance ability.From the Enterprise Risk Management Theory,this paper studies the pilot work of risk management of stormwater accumulation and waterlogging jointly carried out by flood control and meteorological departments in X street of yangpu district,summarizes the achievements,finds out the existing weak links,analyzes the reasons,and proposes improvement measures on this basis.Street,yangpu district X rainstorm waterlogging risk management work has obtained certain result,preliminary built in line with the overall risk management framework of risk management system,set up a risk analysis,risk assessment,risk response process and mechanism of reduced because of the heavy rain in the actual operation product waterlogging caused economic losses and casualties.Overall Enterprise Risk Managemen,but from yangpu district X street storm deposition of flood risk management work still exists defects and deficiencies:multiple implementation main body role play is not average,streets and governs the residents’ committees execution is not high,the risk management staff ability is insufficient,the risk coping strategies is relatively single,actual operation mechanism between management structure and the government.To solve these problems,this paper draws on cities at home and abroad to carry out the rainstorm waterlogging the beneficial experience of risk management,from promoting whole-staff-participation understanding,strengthen risk management portfolio and overall risk and improve the professional staff team management system,optimization of risk countermeasures,improve management work systematic analysis the reason of the problem,puts forward the countermeasures.
