The report of the Nineteenth National Congress pointed out that socialism with Chinese characteristics has entered a new era.China's economy has changed from rapid growth to high-quality growth.Consumption has been upgraded in an all-round way.With the development of consumption content,consumption form and consumption payment mode,consumer disputes also present new characteristics.Consumers and operators' awareness of safeguarding their rights is increasing,which puts forward higher requirements for grass-roots consumer protection organizations.How to better play the functions of grass-roots consumer protection organizations in the new consumption era is a problem worthy of in-depth study.Based on the governance theory of public management,this paper briefly describes the current operation of grass-roots consumer protection organizations,affirms the positive role of grass-roots consumer protection organizations in consumer rights protection,objectively analyses the reasons affecting their functions,reasonably draws lessons from relevant experience outside the country,and puts forward improvement countermeasures.This paper argues that the problems of the function performance of grass-roots consumer protection organizations are mainly as follows: some responsibilities are weakened,the consumer satisfaction and awareness is not high,and the organizational members' synergy is not strong.The main reasons affecting the performance of functions include: weak organizational independence,high dependence on local governments,weak status of executing agencies and unreasonable membership structure;unclear functional advantages,more overlapping with the functions of relevant departments,weak operability of some functions,and statutory regulation.Use weakening;the new consumer era in business,public participation,information construction challenges.In order to promote the function of grass-roots consumer protection organizations to play a better role,this paper argues that,first,we should enhance independence,highlight the nature of third parties;second,we should find the right role positioning,give full play to the advantages of functions;third,we should focus on consumer development and improve the level of business.
