Public Policy Research On Increasing Income Of Farmers And Herdsmen In Lhasa

The number of farmers and herdsmen in the Tibet autonomous region accounts for more than 80 percent of the region’s total population.However,due to the special location and situation of Tibet,the overall development of rural areas in Tibet lags behind that of inland areas,and the government plays a crucial role in the development process of a region.Public policy is an important manifestation of government actions in a region,and also an important factor influencing and guiding regional economic and social development.To further widen the channel of the income of farmers and herdsmen and improve the income level of farmers and herdsmen,speed up the construction of socialist modernization the pace of the new countryside and to build a well-off society in an all-round way,in this paper,farmers and herdsmen Lhasa as the research object,in the perspective of public policy,further analyze the influence factors of farmers’ income,Lhasa and widen the channel of the income of farmers and herdsmen are also put forward some suggestions to further increase,in order to realize regional sustainable development,gradually increase the income of farmers and herdsmen Lhasa,Lhasa and constantly improve the quality of life for farmers and herdsmen.Firstly,this paper sorts out and classifies the public policies on income increase of farmers and herdsmen in Lhasa.According to their effects on income increase of farmers and herdsmen,they are divided into three categories: farming and herding areas,farmers and herdsmen,and farming and herdsmen(" agriculture,rural areas and farmers ").Then,the mechanism of these public policies on income increase of farmers and herdsmen is analyzed.Second,this paper uses a large amount of data,using the method of combining qualitative analysis and the empirical analysis on the policy of the income effect is analyzed,and the practice research method make up for some data can’t dig to the phenomena and facts,it is concluded that the Lhasa in recent years the income level of farmers and herdsmen and channel although has obtained certain achievements,but lies in the pastoral areas,farmers and herdsmen,but there are still some problems of farming and animal husbandry,specific aspects:(1)there are farmers and herdsmen unreasonable industrial structure adjustment,provides more ways of income;(2)the supply of basic public services lags behind,and the development of agricultural and pastoral areas lacks vitality;(3)the income increase policy is highly unfair,and the income gap between urban and rural residents is too large.Agriculture(animal husbandry)industry :(1)insufficient government investment in scientific research,low added value of agricultural and animal husbandry products,low profit rate;(2)policy guidance is not in place,the proportion of cash crops is relatively small,the commodity rate is not high;(3)the information system is not sound,the adjustment of agricultural and livestock products lags behind,and the profitability is reduced;(1)poor implementation of employment training leads to low employment quality of farmers and herdsmen;(2)ideological education is not in place,leading to the concept of farmers and herdsmen lag.There are four specific reasons for these problems :(1)the policy of increasing income fails to give consideration to both efficiency and fairness effectively;(2)the policy of increasing income is not closely related to the actual development situation;(3)the ability of the implementation subject of the income increase policy needs to be strengthened;The public awareness rate of the policy needs to be improved;(4)the implementation of the income increase policy affects the effect of the policy.Finally,this paper discusses and analyzes the existing problems and the causes of the problems,and finally comes to the policy suggestions for further increasing the income of farmers and herdsmen in Lhasa.Second,strengthen the scientific nature of policy implementation to ensure the effective play of the role of policy revenue increase;Third,we will continue to improve the proportion of financial support to agriculture,and give full play to the leverage role of increasing fiscal revenue.Fourth,improve the policy implementation supervision system,to ensure that the policy can standardize the implementation of the operation.
