The transition from democratic transition to democratic consolidation has always been a difficult problem that emerging democracies cannot get rid of in the process of democratization.Democratic transition completely relying on the transplant of western democratic model will often expose various problems after a period of time.If these problems are not solved properly, the democratic system itself will be endangered."Chavez phenomenon" is a representative phenomenon of venezuela and Latin American countries in the process of democratization. It was generated by solving the crisis and achieved some results in the early stage, but it did not solve the dilemma in the process of democratization in a real sense, instead,it became a new threat to the democratic system. On the one hand, this is related to chavez's personal power-loving thinking. He cleverly made use of the electoral system and populism, and the seemingly "democracy" was actually full of authoritarianism. On the other hand, chavez shook the democratic constitutional system, broke the law of market economy development and trampled on the values of democracy and openness. In addition, the "chavez phenomenon" ignores the new environment of globalization and informatization.Although it is "all the rage" under the favorable international oil price,it will certainly be a flash in the pan and cannot last long. However, the "chavez phenomenon",which focuses on the gap between the rich and the poor and attaches importance to the political participation of the masses at the bottom, also brings new inspiration to the democratization of venezuela and Latin American countries.
