At the eve of the founding of the People’s Republic of China,Mao Zedong proposed foreign guidelines aimed at new country’s independence,known as “making a fresh start”,“clearing up the living room before receiving guests(derecognizing previous relations established by KMT government)”,“leaning to one side(Soviet Bloc)”.The CPC settled in Beijing as the country’ capital.Thus marked the brandnew start of the foreign affairs management of diplomatic missions in China.From 1949 to 1951,Chinese government set up a series of laws and regulations on foreign affairs related to embassies,diplomats and diplomatic communications in China.The managerial system of diplomatic mission affairs began to take shape.In the period between 1949 and Sino-Soviet split,the USSR and other socialist countries took plenty of privileges on housing,health care and communication service compared to capitalist countries.The management of mission affairs leaned to one side totally during this period.Around the end of 1950 s,the relations between USSR and PRC worsened.Chinese government canceled many privileges for USSR and other socialist countries regarding the management of diplomatic missions as a retaliatory response against the Soviet Bloc’s hostility.In 1960 s,China focused on the Third World countries to counteract the pressure given by tense relations with USA and USSR.Diplomats from Asian and African countries enjoyed more privileges in China.In conclusion,China’s foreign policy determines the direction of foreign affairs management of foreign missions in China from 1949 to 1965.The mission affairs management in turn supplemented the foreign policy during this period.
