Rapid industrialization and urbanization are the mainstream trends of contemporary development.In the process of trend evolution,it is necessary to gather large amounts of resources to expand infrastructure,and to create an industrial park is an irreplaceable positive choice,although this greatly enhances the efficiency of wealth production.However,it is also impossible to avoid excessive resource consumption,natural geographical changes,etc.,which may leave a huge hidden danger to the sustainable development of mankind.Under certain conditions,hidden dangers are often neglected because of performance pressures and interest chasing.When conditions change,hidden dangers are exposed,which directly threatens human survival and development,such as various disasters caused by environmental damage.Avoiding this situation is an important responsibility of modern governance with cutting-edge challenges.On the one hand,because of the refinement and transmission of the value of green development,the public's awareness of environmental protection is constantly being awakened;on the other hand,because of the advancement of the modernization process,the public's enthusiasm for participation is constantly being stimulated.Therefore,the public may bring about environmental damage.Hazard,with a strong willingness to exclude and a heavy impulse to express.This is fully confirmed in the case of a large number of anti-planning implementations in the concrete reality of expanding infrastructure and building industrial parks,and obstructing construction progress.Rapidly promoting industrialization and urbanization is a means that the Chinese government must choose to adapt to the development trend,but it should not be replaced by means.The purpose is to enable the people to continuously enhance their sense of acquisition,security and happiness.The use of good means is for the purpose of realization.This is the political logic for the government to effectively manage various problems.To follow the logical requirements and treat the mass incidents caused by the public's expression of environmental protection claims,it is necessary to have new analytical ideas and solutions.Based on this,research has theoretical and practical value.This article consists of an introduction and four chapters.The introduction part focuses on the background and significance of the topic,research summary,research methods and innovation points.The first chapter focuses on the related concepts and related discussions of environmental risk group events,risk perception and risk communication.The second chapter analyzes the “perception-communication” framework,which consists of three layers: one is the interpretation of the “perception-communication” framework;the other is the use of risk perception to analyze environmental risk-type group events,thus discovering that the risk perception difference is such An important cause of the outbreak of the incident.Due to the different positions of responsibility,the uncertainty of environmental risks by the government and the public always has objective differences,which leads to mutual incomprehension.At the same time,in the context of lack of participation and scarcity of trust,it is easy to form a non-cooperative game.Analyze the problem to form a consensus,and finally promote the risk perception to the action of resistance;the third is to use risk communication to analyze environmental risk group events,thus finding that risk communication is an important part of such event governance.Risk communication is a process in which stakeholders exchange risk information and opinions,which is conducive to promoting an objective,accurate and rational understanding of the parties,promoting a consensus on risk formation between the government and the public,alleviating frustration perception,enhancing mutual trust,and thus preventing and Address environmental risk group events.The third chapter and the fourth chapter are based on the premise that "risk communication is an important tool for environmental risk group event management".The third chapter analyzes the risk communication in the subject,timing and content of environmental risk group event governance in China.The fourth chapter puts forward the corresponding risk communication improvement measures,including: strengthening the responsibilities of the risk communication subject,establishing the risk communication mechanism of the whole process,optimizing the content of risk communication,expanding the risk communication channel and improving the risk protection.Mechanisms,comprehensive strategies to improve the effectiveness of risk communication.
