The government functions is the key for the government to play its role,and the government has to transform its functions to meet the new needs of the development of a country.Now,for China is in the critical time of comprehensively deepening reform,to put great emphasis on the research of the transformation of the government functions and finding the way for transforming in light of our national conditions have become vital missions.The government functions of China was founded in the era of economic planning.Now,in the era of Reform and Opening,it still has 3 main problems—low accuracy,lacking of interaction and civil servants have not enough enthusiasm to do their works.It is difficult to solve these 3 problems for the inertia of economic planning,as well as it needs a long time to deepen the understanding about the government functions.The transformation of the government functions is still in progress.As a new achievement of the western public administration theory,the New Public Service theory emphasizes the accuracy and the interaction of the government functions,it also focuses on the quality of public servants.What the New Public Service theory cares is closely related to the 3 problems we are facing.For this,it is reasonable to analyze the transformation of China's government functions by the view of the New Public Service theory.To improve the service level of the government functions further,the way to know the real needs of the target population,the practice to meet their needs and the professionalism of civil servants may be the key points,and the key of these key points is the interaction between the government and the people.
