The Caspian Sea region is rich in oil and gas resources, which is a great opportunity for the world's major energy consumer.Great change had taken place in the international configuration for the Caspian Sea region after the dissolution of the Soviet Union that the Caspian Sea littoral countries increased from 2 to 5.The Caspian Sea littoral states constantly adjusted their foreign policy in this area in order to obtain more petroleum resources from the Caspian Sea.Undoubtedly,Russia occupied the dominant position from the start of the disintegration of Soviets in the Caspian Sea's pipeline politics, because most of the petroleum pipelines, which were constructed in the Soviet Period, got through the Russia. However, with the penetration of the western countries as well as the development and consumption of China in Caspian Sea region,Russia's monopolistic status of the petroleum resources in this region had been changed, which Russia didn't have enough force to stop, although Russia was strongly opposed to this. The competition between major powers in Caspian Sea region has been going on,but it is absolutely clear to all that it's very important to maintain the stability of the Caspian Sea region, which is called the second Persian Gulf of the world. On the whole,it is obvious that China and Russia will strengthen their cooperation in the Caspian Sea region, that is to say Central Asia,to cope with the continuing penetration of the western countries. This is not only out of consideration for the energy interests for both China and Russia, but also the reality necessary for the security and stability of the two countries. While the Central Asian countries, among which Kazakhstan is the representative, try to success one way or another in the competition of the major powers and safeguard their own national interests.
