Research On The Development Dilemma And Countermeasures Of Electronic Democracy In My Country

Since the 1960s and 1970s,with the rapid development of electronic information technology represented by television,telephone and computer network and the emergence of the deficit of traditional representative democracy in the west,a new form of "electronic democracy",which uses electronic information technology to promote political democracy,came into being.The development of electronic democracy provides a new perspective to study the political participation of citizens and a new platform for the academia to participate in political life.Since the reform and opening up,along with the rapid development of Chinese economy and great success,our society is unconsciously entering the transition period in social and political field.Based on that,this thesis sorts out the related literature about electronic democracy.This thesis focuses on the two stages of the development of Chinese electronic democracy,the current situation and its operating mechanism to analyze these difficulties faced by Chinese electronic democracy with the Participatory Democracy Theory.Then,this thesis discusses the reasons behind the difficulties.In promoting the development of democratic politics in China,electronic democracy is in a state of disorderly development at the same time.There are many reasons concluding various subjective and objective aspects.One is that the participation main bodies lack public rationality.Other reasons are that the digital divide is wide and the electronic platform construction has deficiencies.These reasons make electronic democracy face a state of disorderly development.Chinese electronic democracy is in predicament.These difficulties include group polarization,aristocratic participation,information control,information explosion and so on.At the same time,the result of negotiation in electronic democracy is difficult to transform.These difficulties have set obstacles to the development of electronic democracy in China,and meanwhile,they have caused certain impacts and challenges to the traditional democratic values and political order in China.In view of these difficulties and reasons,under the guidance of Participatory Democracy Theory,this thesis puts forward some corresponding countermeasures from three aspects.These are "soft environment","hard environment" and system.The aim of these countermeasures is to help Chinese electronic democracy to get out of the predicament and to develop towards the direction of standardization and order.
