Research On The Road Of Public-private Cooperative Supervision Of Food Safety In My Country

The people take food as their heaven and food as their first priority.Food has always been the material basis for people's survival.It is related to the health and safety of people's lives and the stability and harmony of society.However,in recent years,China's food safety problems occur frequently,revealing that there are certain defects and loopholes in the multi-sectoral food safety supervision mode.With the influence of the trend of thought of co-governance and collaborative supervision in Western society,the government of our country is constantly seeking new ways to regulate food safety and improve the quality of supervision.At the same time,in our country,the new version of Food Safety Law has clearly proposed to encourage private sector and non-governmental organizations to participate in food safety supervision.In addition,in recent years,the strength of food enterprises,consumers and other third-party organizations has been growing,which also provides a realistic basis for the realization of public-private collaborative supervision of food safety.Through the research on the subject of public-private collaborative supervision of food safety,we can further provide new ideas for solving food safety problems in China,and to a greater extent,promote the smooth development of food safety supervision and management.Based on public-private partnership theory,governance theory,coordination theory and other basic theories of food safety collaborative supervision,this paper clarifies the development of domestic food safety collaborative supervision,as well as the problems in the legal system,government,enterprises and social organizations.And actively learn from the advanced experience of developed countries such as the United States,Japan and the European Union,and combine its essence with the reality of our country,put forward the food supervision countermeasures in this paper.In the preliminary conception of building the road of public-private collaborative supervision of food safety,the role of the main body of food safety supervision should be clearly defined,and the choice of public-private collaborative supervision of food safety should be expanded in the way of legalization,independence and integrity.It is suggested that effective supervision should be carried out by all parties to reduce the problems arising in the process of supervision,so as to form the "one in you" and "one in me".You have a cooperative relationship.The author tries to designthedimension of subject,mode and supervisory feedback,so that the supervisory bodies of all parties can play an effective role and form a closed-loop structure,so as to contribute their own efforts to promote the systematic construction of publicprivate collaborative supervision on food safety issues in China.
