Research On The Problems And Countermeasures Of Grid Community Governance In Jingkou District Of Zhenjiang City

With the accelerating process of urbanization in Jiangsu Province,the complex situation of newly built and old residential areas,urban and agriculture-related communities,urban streets and rural towns has become increasingly prominent,and many problems have emerged in the traditional community grid management model,such as grid division method is not fine,the responsibility implementation is not meticulous,the management service is not specific,the service object is not clear,the information acquisition is lagging behind and opaque,the disposal of problems is not active,the supervision and evaluation system is not scientific,etc.Combined with the reform of community governance since the 19th National Congress,by studying how to adapt to the needs of the new era and new situation,to innovate ideas and work ideas,to better manage the community and to serve the masses.Combined with the problems in the construction of community grid governance in Jingkou District,this paper turns the focus of governance into a new model of "grid management+networked services" and strengthens the innovation work of community grid governance,which is of great significance.According to the deployment requirements of the central and provincial party committees and provincial governments on strengthening and innovating community governance,Jingkou District of Zhenjiang City adheres to party building leadership,management innovation,benchmarking demonstration,and further implements the community management system standardization upgrade project to achieve new improvements in community service levels.At the same time,it should also be recognized that community grid governance is an extremely complex,arduous,and long-term system engineering.The innovation community grid governance not only inherits and develops the previous theories,but also has the continuity and the pioneering nature,which presents a shift from a monopoly to a pluralistic governance,from centralization to decentralization,and from regulation to service.Community grid governance focuses on strengthening the grid management of community comprehensive governance,improving management efficiency,integrating public service management resources,and increasing supervision of community governance and citizen participation.First of all,through the use of such research methods as literature research method,questionnaire method,interviewing method and comparison method,this paper introduces such theories as the seamless government theory,the e-government theory and the network governance theory and sets forth the exploration of Jingkou District in the innovative community grid governance.Next in importance,its exploration was in four aspects,i.e.,the modification of the management system,strengthening of organizational building,promoting social participation and improving the level of informatization;It discovers the problems existing in the innovative community grid governance of the whole district in governmental system,community operation,organizational teams and participation of residents and finds the causes of the problems from four aspects,i.e.,the government,social organizations,the operation teams and the residents.Finally,through learning from domestic and overseas experience in community governance,this paper puts forward the countermeasures to optimize the grid community governance in Jingkou District of Zhenjiang City from four aspects:the top-level design of the government,the vitality of community organizations,the operation mode of the organizational teams,and the motivation of the community residents.
