The Advancement And Problem Research Of The Rule Of Law In Grassroots Governance

Since the 18 th National Congress,the Party Central Committee with Xi Jinping has attached great importance to the construction of the rule of law in China,and has raised the rule of law to a "four comprehensive" development strategy and established the rule of law as the basic way of governing the country.In the national governance system,the grassroots level is the cell of the society.The grassroots governance is the foundation of the entire governance system.Its governance level directly affects the national rule of law process and is the key to promoting the modernization of the national governance system and governance capacity.The rule of law in grassroots social governance will be a pilot project for the rule of law in the country,and a good example for the realization of comprehensive law-based governance.This thesis attempts to analyze the value,development situation,realistic dilemma,practical exploration,problem causes and path innovation of the rule of law at the grassroots level from the perspective of history and reality,theory and practice,and inspired by the rule of law at the grassroots level in China.The thesis adopts research methods such as literature research method,case method and historical analysis.On the basis of explaining the related concepts of governance,grassroots governance,and legalization of grassroots governance,this paper focuses on the theory of governance and the theory of governing the country according to law,which lays a solid theoretical foundation for the later research.The grassroots rule of law construction is an important part of the construction of a country under the rule of law,a reliable guarantee for safeguarding the interests of the people,and a new normal for social governance.The legalization of grassroots governance in China has undergone four stages: initial,development,deepening and consensus.At present,it faces problems such as unclear powers and responsibilities of grassroots governments,low standardization of administrative law enforcement by grassroots governments,and legal awareness and legal concept of grassroots government officials.Through a profound analysis of the status quo of the legalization of grassroots governance in Dongying District of Dongying City,the paper summarizes the achievements of the rule of law at the grassroots level,including the formation of leadership mechanisms,policies and regulations,coordination mechanisms,supervision mechanisms,value cultivation mechanisms and other governance system,in order to provide a reference for accelerating the rule of law in grassroots governance across the country.The study also focuses on the analysis of the problems existing in the process of rule of law in the basic management of Dongying District,including the weak sense of the rule of law of some grassroots government workers,the imperfect laws and regulations,the lack of strength of the rule of law team,the lack of legal knowledge of the grassroots,and the promotion of the rule of law.Poor,etc.,and analyze the reasons from both historical and realistic dimensions.The rule of law governance experience was systematically introduced,especially of the major western developed countries such as the United States and Singapore,and the rule of law in grassroots governance in Fengqiao Town,Zhuji City,China,to propose feasible suggestions for strengthening the rule of law in China.The rule of law in grassroots social governance is a systematic project,which involves not only the transformation of the roles of stakeholders such as grassroots governments,social organizations,administrative law enforcement personnel,and grassroots people,but also the innovation of ideological concepts,institutional mechanisms,team building,and cultural cultivation.Under governing the country according to law,speeding up the process of rule of law at the grassroots level,we must combine the essence of ruling the country by law with the reality of the construction of a government under the rule of law,from cultivating multiple governance subjects,improving laws and systems,strengthening team building,and forming a culture of rule of law.Start to comprehensively improve the level of legalization of grassroots social governance.
