On The Improvement Of My Country's Administrative Public Property Control System

Public property occupies the important status in national economy.It is the means for the government to carry out administrative function as well as the material basis to realize civil rights.Therefore,the improvement of the public property system is the key component in the new times of our country's legal construction and corruption destruction,and it also promotes administration by law and service-oriented government.Based on the analysis of the advanced public property theory and the construction of public property domestically and abroad,learning from English and American independent regulation system,German and French naming system of public property,this paper elaborates the assumption of constructing our country's regulation institution of public property according to ruling by law as well as power sharing.Moreover,it is feasible to deal with our country's current regulation problems of public property such as orientation mistakes,mismanagement of regulation mechanism,role confusion of the government,and slack regulation.English and American independent regulation system,the result of optimizing regulation,guarantee the regulation of public property free of government's improper intervention,in order to achieve unified management and improve the utilization efficiency.After being tested by practice in various fields in Britain and America,it is of benefit to improve current Chinese problems of regulation of public property in China.In addition,naming system of public property plays an active role in indicating our aim of using public property and protecting the rights of citizens to inherit private property.Based on these two systems,this paper provides theoretical basis for constructing our regulation institution of public property,hoping to enhance our regulation institution of public property in the course of constructing a law-abiding government in the new era.
