Research On The Effectiveness Evaluation Of The CPPCC Proposal Processing Work

CPPCC proposal is an important way for the Chinese people's Political Consultative Conference(CPPCC)to perform the functions of political consultation,democratic supervision and participation in government and political affairs.The handling of CPPCC proposals is the basic and routine work of CPPCC.Strengthening the implementation of proposals is both the function of CPPCC.In order to enhance the work of CPPCC proposals,it is a good way to evaluate the effectiveness of the CPPCC.This paper argues that when we evaluate the effectiveness of CPPCC proposals,we can use the tool of the Balanced Scorecard.The Balanced Scorecard is the most commonly used method of performance evaluation.It has been applied to enterprises,government and non-profit organizations since its introduction to the country,all the areas above has achieved remarkable results.This paper applies the Balanced Scorecard to the work of the CPPCC proposal,at four dimensions the author make some modifications to meet the evaluation requirements of the proposal of the CPPCC.In this paper,literature review is used to sort out the existing literature,and the evaluation standard of CPPCC proposal management is designed by using the Balanced Scorecard.The structure of this article is as follows:The first chapter is the introduction.The introduction mainly introduces the background,significance,current situation,core concepts,research methods and innovation of the thesis.The second chapter is an overview of the proposal of the CPPCC.This part briefly introduces the proposal of the CPPCC,the historical changes of the proposal work of the CPPCC and the specific process of the proposal to handle the work.The historical changes of the proposal of the CPPCC can be divided into four stages,namely,the people's Congress from the founding of the people's Republic of China to the general election in 1954,the period of the cultural revolution in 1954,the period of the cultural revolution,and the reform and opening up in 1978.The third chapter is the theoretical foundation of CPPCC proposals.Two theories have been applied into this paper,they are the theory of deliberative democracy and the theory of balanced scorecard.This part introduces the proposal and development of the theory of consultative democracy,the main points of the western theory of consultative democracy and the main content of the socialist democratic theory of China.China attaches great importance to the development of the theory and practice of consultative democracy.The CPPCC is an important channel for socialist deliberative democracy and a special consultative institution.The consultation in the process of handling the proposal of the CPPCC is not only a practical form of consultative democracy,but also an important part of assessing the effectiveness of the proposal.The fourth chapter is the effectiveness evaluation system of CPPCC proposals based on the balanced scorecard.According to the four dimensions of the Balanced Scorecard evaluation and the actual situation of the CPPCC proposal work,the paper designs the evaluation index system of the effectiveness of the CPPCC's proposal.The evaluation system transforms the financial dimension into the basic guarantee.It includes the work system,organizational leadership and financial support;customer service is transformed into aproposal initiator,and the evaluation content includes consultative communication and responsiveness;the internal business process is the workflow of the proposal,the evaluation index is the procedure of the proposal,and transforming learning and growth into the influence of the proposal on the decision.The fifth chapter is summary.Make a general summary of the whole thesis and put forward several puzzles in the process of paper writing.
