| With the development of the economy and society,it is common that people migrate from one place to another,especially migrating from rural areas to cities.On one hand,the large number of migrants are contributing to the development of the city,on the other hand,they also bring extra pressure on the city security management,public transportation,and services.The traditional mobile population management system is no longer suitable for the current social development.This paper discusses the problems and potential solutions for the current mobile population management in the process of transiting from negative management to providing services.It aims to build a mobile population management and service system which is led by the government and includes participation from employers and other stakeholders.Under this system,the migrants can be dynamically managed,and the public services can be equally provided.A case study was carried out based on the mobile population management system in L District,R City.The essential contents of this dissertation are to investigate the problems as shown in the case study and provide practical solutions.The methodology of literature review,case study,and questionnaire was used to conduct the data analysis.Based on the data in L district,a few typical characters of the mobile population such as the distribution,the mobility,the occupations and the sources of the mobile population are illustrated.The main aspects related to the mobile population management are studied including the management system,the governing body and the management mode.Based on these studies,it is noted that the overall mobile population management is in a chaotic situation.The main reasons of the poor management are the unclear roles of the administrative body,insufficient financial and manpower support,and the inefficient administrative mechanism.The “people-oriented” concept ought to be implemented in the management process.The mobile population should be managed in a national wise scale not based on local districts.Actions should be taken to guarantee the rights of the mobile workers who should be treated the same as other citizens.Necessary policies should be made to change the negative management to positive management,static management to dynamic management,so to improve the harmony of the whole society. |
