On The Legalization Of The Power Allocation Model Of Community Organizations In Our Country

With the deepening of national deepening reforms,community organizations have made significant contributions to innovative social governance as an indispensable organization in Chinese cities.Based on China’s special historical development stage,There are some problems in the construction of community organizations that are not governed by law.However,in the new journey of the continuous deepening development in China,the governed by law in the construction of community organizations is an inevitable trend.In the process of the development of the governed by law in the construction of community organizations in China,the allocation mode of organizational power has become the primary issue.At present,there are problems in the power allocation mode of community organizations in China,such as the complex power structure,multiple authorization bodies,uncertain power content,strong policy style of authorization methods and procedures,and confusion between organizational operation mechanism and administrative work mechanism.To a certain extent,these problems have hindered community organizations from playing a more effective role in innovative social governance.The main reason for these problems lies in the inadequate legalization of community organization construction.The main manifestations are: First,the Constitution and the law do not give clear legal status on the organizational form of the community,and the related power issues are not clearly defined.The allocation of power in community organizations cannot be relied upon.Secondly,the relationship between the power of community organizations and the power of administrative organs is not adjusted by clear legal norms.The administrative organs carry out various forms of leadership over the construction of community organizations from beginning to end.The autonomy of the grassroots in the middle is difficult to reflect.Third,the society generally does not fully understand and attach importance to the governed by law needs of community organization.Solving the governed by law in the power allocation mode of community organizations is an important manifestation of China’s deepening reform and opening up to achieve community autonomy in innovative social governance.To legalize the organization of power distribution in the community,we must first adhere to the party’s leadership,and in strict accordance with the provisions of the Constitution,in the constitutional spirit of grassroots self-government,in the form of law,clarify the structure and content of community organization power,and clarify the organization of the community.Status and function,coordinate the role and status of various organizations or institutions in the operation and development of community organizations,guide social forces to participate in community governance,and ultimately achieve community autonomy.
