The institution is the public organization between the government and the enterprise,to provide education,health care,water conservancy construction,agricultural development and other service functions to the society,plays an important role in social development and beneficial to the people's livelihood.The overall quality and ability of staff in institutions will directly affect the efficiency and effectiveness of their functions,and the interview is an important entry point for staff.Therefore,through the research institutions of science interview can further enhance the fairness and scientific,and select the job matching the talents,thus raise the effectiveness of management of public affairs.Firstly,this paper elaborates the basic concepts such as competency,institution,structured interview and the basic theory include iceberg model,feature factors theory,human capital theory.Secondly,dose an empirical research through the way of questionnaire survey and interview on institution interview in Jiangsu province and examination the validity and post correlation of the interview,then builds competency modes of the management professional and technical posts,and studied the different job categories of staff should have competence characteristics.Then,according to the results of the empirical research explain the interview proposition,the interview process,interview team of judges and this organization and management problems in four aspects.Finally,puts forward the policies suggestions,including institution proposition scientific and standardized interview,the interview process is rigorous and sequencing,the judges professionalization and specialization,the interview institutionalized management and organization transparent four dimensions.The development of institutions interview is still long and difficult.This paper is only a preliminary exploration of it which hope can do some favor to its development.
