An Analysis Of The Evaluation Index System Of Urban Management Performance In My Country

With the continuous development of social economy,The level of urbanization in our country continues to improve,the importance of urban management has become increasingly prominent.The Fourth Plenary Session of the 18th CPC Central Committee has made an important strategic plan for the reform of the urban management system,requiring that the law enforcement system of urban management be rationalized,the construction of comprehensive law enforcement agencies for urban management be strengthened,and the level of law enforcement and service should be enhanced.Doing a good job in urban management and improving urban environmental quality are important guarantees for fulfilling the vision of a prosperous nation and a better life for the masses and an important manifestation of the ability of the party and the government to govern the country according to law and these will play an important role in realizing the Chinese dream of the great rejuvenation of the Chinese nation.However,urban management in our country generally has a low level of management and extensive management methods and so on.Performance evaluation,as a more advanced and popular management method in modern enterprise and government,is widely used in all walks of life.Applying performance appraisal to urban management and building an evaluation index system of urban management performance will be of great benefit to accelerating urban development,improving urban management and forming a scientific and harmonious urban development concept.Based on the theories and methods of performance appraisal,Comprehensive use of questionnaires,qualitative analysis methods,quantitative analysis methods,case inquiry methods,and other methods,taking Chuzhou city management as an example,this paper constructs the evaluation index system of city management performance through the use of BSC theory,with a view to providing new ideas for urban management performance appraisal in the new era.This article firstly introduced the background and significance of the topic.Comprehensive analysis of the research status at home and abroad,summarizes the research content,points out the research ideas and innovations.Secondly defines the related concepts of urban management performance evaluation,elaborates the theoretical basis of the study and the content of the urban management performance evaluation index system based on BSC.Besides,on the basis of introducing the general situation of Chuzhou's urban management and performance evaluation index system,the problems and reasons of performance evaluation index system of Chuzhou's urban management are thoroughly analyzed.Then briefly analyzes the influencing factors of the construction of city management performance evaluation index system,explained the focus of this article,elaborates the overall idea of building a city management performance evaluation system with balanced scorecard,and takes Chuzhou city management as an example,according to the steps of obtaining the initial performance evaluation evaluation elements.Design evaluation index system,the implementation of performance evaluation to design a more complete and scientific evaluation of urban management system.Last,briefly introduces the application advantages of urban management performance evaluation system based on BSC,analyzes the difficulties that may be encountered in practice and puts forward corresponding solutions.The main innovations of this dissertation are as follows:First,combine the actuality of urban management with practical adjustment of the "four dimensions" of BSC to urban management performance,social publicity,internal operation and learning Development dimension.Second,take Chuzhou city management as an example,the BSC as the framework,the comprehensive use of the questionnaire survey,access to literature,analytic hierarchy process and other methods to design a city management performance evaluation index system,including four first-level assessment Indicators,11 second-level assessment indicators,36 third-level assessment indicators,and scientifically determine the weight of the above assessment indicators and evaluation criteria.Third,the use of a balanced scorecard designed a set of more complete and scientific city management performance evaluation index system,the operational process more operational.
