Since the founding of the People’s Republic of China,the leading group,as an informal and non-structural special organization,has existed extensively in party and government organs at all levels in China and has played a pivotal role in the political development of contemporary China.In political practice,it is established to solve an urgent problem.It is led by a person or department with a higher power level and is formed by uniting various functional departments.On the one hand,the leading group has a completely different internal mechanism of occurrence and power operation logic than the conventional bureaucracy.On the other hand,the operation of the leading group is also a process in which the state power shows and interacts within a certain period of time.The research and understanding of the leading group is closely related to the specificity and specific conditions of the Chinese government’s operation process.Therefore,this study chooses Michael Mann’s relevant discourse about the country’s autonomy of power as a theoretical perspective,to realize the empirical observation and understanding of the power operation of the leading group from the concrete operational level of state power.The analysis of the power operation of the central leading group has been divided into three important processes,namely,overall understanding,concrete observation,and macro analysis.The so-called overall understanding is to fundamentally sort out the establishment and changes in the number of central leading groups since the founding of the People’s Republic of China.Based on this,we choose the actual function of the leading group to conduct a categorical study of the leading group in terms of party and government division.Based on the previous work,the author explored the relatively stable organizational structure of the leading group and selected four representative leadership groups in different historical periods to comprehensively set up the background,operation process,and operational of the leadership group.Furthermore,we found the common characteristics of the leadership structural of the party and government systems in different periods in the structural form,as well as the special features reflected in the power running process.The basis of the previous study is to clarify the basic characteristics of the central leadership’s power operation: the need for institutionalized power reproduction,the effective intervention of high-level power,the task orientation of the leading group,and thepath dependence of government governance during the transition period.The author believes that the study of the power operation process of the central leading group can further reveal the basic power forms behind the operation of the leading group,that is,the party or the higher authority as the country’s authoritarian power subject,and they will use the existing power according to the situation in due course.Institutions and forms,mobilize political mobilization to achieve organizational building of the leading group,and then realize the integration of power and resources.In different circumstances,the expansion and contraction of arbitrary power determines the changes in the operational status of the leading group.In the context of the modernization of state governance,to a certain extent,restricting arbitrary power and realizing the rational operation of state power,and then controlling the “flooding” of the leading group is the proper meaning of the reform and development of the leading group.For this reason,the author proposes two aspects of the reform and development of the future leading group: perfecting institutionalized management and exploring the implementation of the reform of the major departments.
