Research On The Improvement And Countermeasures Of Yunnan's Anti-terrorism System

The whole world is facing the severe situation of terrorism,and the security conditions of countries and regions have been the focus of attention.Nowadays,the main terrorism threats of China are the split forces involve Tibet and Xinjiang independent activists and ETIM,which acting rampantly in the minority border areas.Their existence caused great threat to national security in the border even in the inland cities of China.After Kunming 301 Terrorist Attack,attention has been paid to anti-terrorism in Yunnan.Additionally,because of the long border line and the complex topography,Yunnan emerged as key area of anti-terrorism.Building a complete anti-terror system is urgent for Yunnan.This thesis is based on the concept and theory foundation of anti-terrorism system.Through analyzing the cause and main characteristic of terrorism,state the key points of this thesis——the six essential factors of anti-terror system.Then this thesis draws the reason for Yunnan to become the target of terrorist attack,also analyzes the present situation of anti-terrorism and raises the problems of anti-terror operations.With diagram comparison,based on the anti-terror experience of developed countries such as USA,UK and Russia,this thesis summarized the experience and inspiration of improving the anti-terror system.By stating the six key elements as the breakthrough point,this thesis developed a strategy for establishing anti-terror system in Yunnan.At this stage,anti-terror system in Yunnan still gets long-term potential of development.Building the anti-terror system in Yunnan needs to base on combining universality and particularity after comparing the system in development countries.On this basis,the thesis focus on analyzing the major structure,legal protection,policy guidance,normalization mechanism、preventive measure and emergency plan of anti-terror system to advise on how to construct a scientific,rational and practical anti-terror system according to local conditions.The purpose of this thesis is to get at the root of terrorism and violent crime,in order to stop terrorism and violent crime ultimately.
