This study takes the theory of Needs Analysis as the starting point,and sorts out the new requirements for the development of foreign language majors in the new era national development strategy and specifications for foreign language majors;Based on Bachman's linguistic competence theory,it distinguishes between language competence and non-language competence,and then defines non-language competence and its related first-level competence dimensions(including 9 ability dimensions: international literacy,critical thinking,innovative spirit and creativity,information and digital literacy,ability to deal with and solve problems,teamwork and leadership,social responsibility and professional ethics,lifelong learning ability and physical and psychological quality);Taking the Item Response Theory as the guiding theory of data analysis,the questionnaire collected relevant information of 945 foreign language students from 14 universities in China,and used three data analysis methods:the exploratory factor analysis,confirmatory factor analysis and expert interview,and then constructed a non-language competence model for the foreign language majors;Finally,based on the relevant data of the model,the corresponding evaluation scales are developed,and the differences in the non-language competence of foreign language majors are discussed in four factors: academic level,university type,city type and professional direction.The research shows:(1)The non-language competence model has a high degree of matching,which is consistent with the cognitive status of non-linguistic competence of foreign language majors.Through the verification of the three methods mentioned above,the model finally contains seven first-level competency dimensions and 53 competency descriptors.(2)After the relevant data calculation,the non-language competence evaluation scale finally includes the scale name and total score calculation formula,the sub-scale name and weight coefficient,the sub-scale capability descriptor and theweight coefficient,the corresponding item and the sub-scale scoring formula.(3)As far as the differential impact study is concerned,the type of university,the type of city and the direction of the profession have no influence on the non-language ability of the students.The level of education only affects the dimension of “social responsibility and professional conduct”.
