| During World War II,the U.S.Government established temporary intelligence agencies,such as the Office of the Coordinator of Information and the Office of Strategic Services,which are responsible for intelligence and counterintelligence activities in times of war.After the war,the United States Government set out to set up a “permanent” modern intelligence agency-the Central Intelligence Agency-in response to the intelligence security problem under the new situation.The counterintelligence activities of the United States entered the organizational stage,but it was still dominated by passive defense.From the 1950 s to the early 1970 s,the United States Government,with the Central Intelligence Agency as the center,formed a super "team" jointly responsible for United States counterintelligence activities,in conjunction with other intelligence and security departments.The counterintelligence activities entered the stage of "active attack",and the organizational structure,content and scope of authorities expanded sharply.In 1970,President Nixon approved the Huston Plan,which culminated in counterintelligence activities.After the Houston plan was exposed,counterintelligence activities was questioned from all sides,causing a number of investigations and reform of intelligence agencies,which led to a low tide of counterintelligence activities. |
