AD 1771,The tuguts,who once migrated to the Volga River region,were partially freed from Russia's control,and then submitted to the Qing Dynasty under the control of others such as Ubasi.The Qing Dynasty had taken a number of measures in terms of the settlement and relief.This article mainly discusses the conflicts and adjustments between the Qing Dynasty and the New Tugut(especially the upper level)from different perspectives,such as the settlement,the guide farming and trade activities,and this article also will analysesome"special" measures that relieved the pressure on the turguts'livelihood.The details are:The first chapter,focusing on the issue of resettlement and confer Culgan I Da of the Turgut in the Qing Dynasty,discussing the contradiction between the upper layers of tuguts and the Qing court of power,and clarifying some countermeasures of Qing Dynasty.The second chapter,analyzing the background,process,and results of the tugut tribe to engage in farming which launched by the Qing Dynasty.Through the analysis of the Qing court's cultivation plan for theturgutsin order to clarify the multiple intentions behind it.The third chapter,based on the Manju archives,mainly discusses animals trade and human trafficking activities in terms of relieve the pressure of livelihoods in the tugu ts.These activities not only obtained the official approval of the Qing Dynasty,but also were going to gradually "rationalized" and "standardized".In the end,the article sums up and reflects on the relief measures of the Qing Dynasty and the significance of the so-called return of the tugut.
