In 2016,the Fifth Plenary Session of the 18 th CPC Central Committee formulated the outline of the "Healthy China 2030" plan,which pointed out that we should focus on the whole population and the whole life cycle to provide fair and accessible,systematic and continuous health services,so as to achieve a higher level of health for all.This is the first time that our country has proposed a long-term strategic plan in the field of health at the national level.Blood donation work belongs to the field of health administration and is an important part of the strategic planning of healthy China.In recent years,China's medical technology and services have made rapid progress,but they are not in harmony with the development of the national health care system.While the capacity of local medical institutions to treat patients is increasing,the volume of blood used by clinical medical institutions is also increasing rapidly.In order to ensure the severe demand for blood supply,the Office of Civilization of the CPC Central Committee and the National Health Commission respectively included the work of blood donation without compensation into the assessment content of the work of building a spiritual civilization city and a healthy city.The development of blood donation work requires the cooperation of all government departments to realize the long-term continuous supply of blood.It is of practical significance to study the systematic operation process of the recruitment of unpaid blood donors for the realization of a virtuous circle of unpaid blood donation,the establishment of a long-term blood supply mechanism and a healthy incentive mechanism of unpaid blood donation.Based on the perspective of the recruitment of unpaid blood donors,this paper combs and summarizes domestic and foreign literature on the recruitment of unpaid blood donors,so as to learn from domestic and foreign experience and methods in management,publicity,policy and other aspects of the recruitment of unpaid blood donors.Then,taking Wenzhou as an example,combining the existing first-hand management and blood collection data in Wenzhou.From unpaid blood donation recruit policy basis,management mode,methods and results of four Angle,introduce the basic operation mode of unpaid blood donors recruitment recruitment on the methods of blood donation without compensation by analyzing the present situation and problems,as well as the questionnaire investigation of unpaid blood donors donation willingness,analyzes the present situation of unpaid blood donation recruit exist that objective reality condition is limited,the deficiency existing in recruitment,as well as the influence factors of affect recruitment measures are the main problems existing unpaid donors recruiting work.The main causes of the problems are the imbalance between the medical level and blood supply security,the imperfect recruitment system,the limited regulating effect of recruitment policy documents,the low propaganda and communication ability,and the poor promotion effect.Based on the analysis of the predicament and its causes,this paper proposes to optimize the construction of voluntary blood donation recruitment system led by the government,establish a targeted recruitment mechanism for long-term blood donors,broaden the publicity channels of unpaid blood donation culture to realize the recruitment and retention of blood donors,enhance social participation,enhance the credibility of the government,learn from market-oriented operation,homogenized distribution of social benefits,long-term education and other countermeasures and suggestions.
