The Financing Scheme Design Of A General Arterial Highway Project Based On The PPP Model

In recent years,whether it is a strong demand for infrastructure services,or investment driven by local economic growth needs of the reasons,the public infrastructure investment plan has continued to grow year by year,strong demand for construction funds.However,the limited financial resources of local government and the traditional financing channels can not meet the strong demand for investment.With the rapid development of PPP application practice in our country,the public infrastructure projects which are represented by the general national provincial trunk highway have found a new investment and financing channel.Through the comparison of PPP at home and abroad application and development status differences,combined with the G107 line of Zhengzhou east exit reconstruction(two)project PPP mode selection and the actual operation process,aiming at the PPP mode of financing of the project affected by the factors of investment and construction projects,project management and social benefits etc.,method,historical data analysis,literature research and other research methods using the comparison analysis,focuses on the PPP mode,how to project life cycle management thinking and the organic combination of design and implementation of project financing,especially the existence of variable factors in the planning,planning,implementation and completion of each stage of the case according to PPP,under the mode of project life cycle characteristics of financing plan.At the same time,through the analysis of the project in the PPP mode application process and financing scheme design structure,combing the characteristics of the project in line with the characteristics of the project operation and program landing experience.Finally pointed out that promoting G107 line of Zhengzhou border eastward reconstruction(two)there are two key reasons for the smooth realization of the PPP project financing objectives and strategies,one is the boundary rule and policy implementation follows the PPP model of win-win cooperation project;the two is based on the project life cycle operation and financing to carry out the plan.At the same time for the operation of the project financing characteristics,summed up the implementation of the project to promote the smooth implementation of the project---"three financing Prepositional procedure " operation experience.
