| In recent years,China’s economy continues to develop,with the central and western provinces of economic development,the demand for foreign trade continues to grow.Lianyungang geographical location is to undertake the central and western trade in an important port,Lianyungang Port take better development,throughput continues to increase.XW Port is an important part of Lianyungang Port planning,and insisted on the port industry as a starting point,deepening the port construction,providing comprehensive services for the rear of the port,and gradually developing the hinterland economy.To meet the development needs of the new port,the construction of maritime surveillance area,to achieve port maritime information services,navigation services,maritime transport organizations and auxiliary security management and other functional services.At present,XW port lack of modem maritime monitoring system,the need to build maritime surveillance area to enhance the transport efficiency of XW port,to ensure the safety of waterway transport,to ensure the safety of production and safely in Hong Kong.Marine monitoring system to VTS radar as the core equipment,and with the closed-circuit television system,two-way communication technology,can be achieved on the port of the ship situation and the real-time monitoring of the security situation.This paper analyzes and expounds the construction project of maritime monitoring and construction of XW harbor from technical feasibility and financial feasibility.In the technical feasibility analysis,the feasibility of the project construction scale,specific construction plan,environmental protection plan,safety protection program and so on.In the financial feasibility,because the project does not produce direct cash flow,so mainly from the investment budget,the social benefits of the analysis,and studied the project’s risk control program.Finally,a conclusion is drawn. |
