Vehicle management is always an important task of NuJiang Government Offices Administration.However,this work is conducted based on experience at present,problems such as management chaos,difficulty in vehicle dispatch,insufficient supervision over vehicles used in emergency-response,still exist.Besides,the reimbursement for simultaneous vehicle-using fees is done basically by manual work.For these reasons,there are large amount of potential corrupt risks in this job.After the public vehicle reform was carried out in NuJiang,the issue of how to make scientific management becomes an immediate requirement.Under this context,this paper starts with analyzing the needs of vehicle management and aims at solving the problems of vehicle information,dispatch and supervision,driver management and reimbursement for expenses,and finally completes the R&A of the MIS for vehicle management.Contents in the paper are as follows:The core procedures in vehicle management are analyzed.In addition,the procedures in vehicle upkeep,dispatch,and expenses reimbursement are also analyzed and then ideas to optimize these procedures are proposed.Personnel duties in terms of different roles including the manager,employee,department chief and accountant are all analyzed.Functions of the MIS are analyzed with tools such as UCD(Use Case Diagram)as well as the Package Diagram.After these works,the data flow is analyzed with the tools like E-R Diagram.The MIS comprises several modules including vehicle information management,vehicle dispatch management,driver management,supervision and management of emergency-response used vehicles,vehicle expenses management,original data management and system management.At last,a summary of this paper is finished and the expected improvement is proposed in the later stage.
