| China has been generally maintaining safe productions,with “three continuing decreases” of total accidents,major accidents,and severe accidents.However,it should also be noted that safe productions are still in a period of vulnerability and instability,accompanied by a tendency of frequent accidents.A series of national suggestions and policies have been devised for the construction of emergency rescue management system,which gets increasingly complete through the constant technical support of science,technology,and informatization.Despite the major improvements of emergency rescue management systems at national,provincial and municipal levels,some counties and especially island areas still face severe challenges in their constructions of safe production emergency rescue management systems.The less effective role of these systems dampened the efforts of disaster prevention,reduction and relief in terms of island area safe productions,exerting a negative impact on the overall constructions of these systems.In response,counties and especially island areas must optimize their safe production emergency rescue management systems to fully improve the effectiveness of these systems in island terrains,implement “the last one kilometer” of systems,and ensure the constant stability of national safe productions.Due to the special terrains,Changhai County is faced with a major challenge in the regulations of safety production.The high risk of safe economic operation and the frequent accidents called on Changhai County to upgrade its emergency rescue for production accidents.Therefore,this paper is based on literature research and interview survey to pinpoint four issues: the deficient mechanism of emergency rescue management,the ineffective emergency supervision,the insufficient emergency equipment reserve allocation,and the incapable emergency rescue team.A multi-faceted analysis of Changhai County’s safe production emergency rescue management system is conducted to propose effective countermeasures for the optimization of island emergency rescue function management,the improvement of multi-island supervision mechanism,the enhancement of island emergency fund guarantee,and the improvement of multi-island coordinated rescue,hence further optimizing the constructions of safe production emergency rescue management systems in counties and especially island areas. |
