In recent years,governments at all levels and environmental protection departments have fully implemented Xi Jinping's ecological civilization thought,and comprehensively strengthen the protection of ecological environment.All works have made positive progress.However,with the rapid development of economy and society,various environmental protection problems have become increasingly prominent.Although laws and regulations of environmental supervision and law enforcement are constantly improved,personnel are constantly enriched,and methods are constantly innovated,many problems still exist in the process of environmental supervision and law enforcement.As an environmental protection department,environmental supervision and law enforcement plays an important role in fighting against environmental pollution and maintaining good ecological environment.Taking Jimo District of Qingdao as an example,this paper analyzes the achievements,current situation and difficulties of environmental supervision and law enforcement,and points out that in the process of environmental supervision and law enforcement,problems such as imperfect laws and regulations,imperfect supervision system,absence of supervision personnel,and difficulty in unifying punishment standards are prominent,which have an impact on the efficiency of law enforcement,resulting in adverse environmental situation improvement To the public opinion.As the main body of law enforcement,grass-roots environmental protection departments need to solve the dilemma of grass-roots environmental supervision and law enforcement.In this paper,the problem-based,to promote the grass-roots environmental supervision and law enforcement work,out of the grass-roots law enforcement dilemma for the purpose of improving environmental laws and regulations,innovation of regulatory ideas,the cultivation of environmental legal public opinion atmosphere,improve the capacity-building of the supervision team,improve the assessment and supervision mode and other countermeasures.This paper adopts the research methods of Literature Analysis,field investigation,case analysis and so on.From the perspective of Environmental Monitoring Law enforcement effectiveness analysis,the combination of theoretical and practical analysis,through the use of public management theory,based on the practice of Environmental Monitoring,this paper analyzes the current environmental monitoring law enforcement dilemma and puts forward some solutions,which can play a positive role in improving the efficiency of environmental monitoring law enforcement.
