Research On The Independent Governance Of Rural Environmental Residents In The Three Gorges Reservoir Area

In recent years,with the increase of people’s ecological awareness,a lot of time and capital have been put into the environment management.But for a long time,we have used many resources to develop industry and build cities,have little investment in rural areas,the supply of basic public products in rural areas is insufficient and the gap between cities and cities is greatly widened.The degree of attention,the depth of theoretical exploration,and the intensity of practical attempt are far from enough to solve the real problems.The key to building a well-off society in an all-round way lies in the rural areas,especially in the west,and the key to the strategy of rural revitalization and the realization of beautiful China is whether the rural areas in the west can be revitalized and beautiful.Because of its unique geographical location and the important position of ecological barrier of Yangtze River,the three Gorges Reservoir area has strong representativeness in the rural environmental control in the western region.The rural areas in the mountainous areas of the three Gorges Reservoir area are subject to unique natural environment and social and historical conditions.The problems of peasant households living in large,scattered and small groups,the problem of "three stay behind",the problem of poverty,and the problem of ecology are prominently intertwined together.As a result,the environment as a whole lags far behind the rest of the world.Longsha Town is located in the middle and upper reaches of the Yangtze River,the three Gorges Reservoir area and Qinba Under the support of the state ministries,the cities and the districts,in 2013 and 2014,Chongqing city has started to standardize the construction of the beautiful countryside and the standardization of the operation and maintenance of the rural public service.The focus is on the standardization of rural comprehensive reform,and the demonstration of the national system of construction is the focus of institutional innovation.Because of its unique status and policy support of rural environmental governance,this paper selects Longsha Town as the experimental research object of rural environmental residents’ autonomous governance,through visiting,The current environmental situation of Longsha Town has been investigated in various ways,such as public governance,sustainable development,urban and rural integration,beautiful rural construction,participatory governance and autonomous governance.The present situation of rural environmental management in Longsha Town is analyzed and the feasibility of autonomous governance in Longsha Town is studied.The results and problems are analyzed after the trial operation of Longsha Town.Aiming at low cost,sustainable and independent governance,it was implemented in Longsha Town,Wanzhou District,Chongqing City.The experience of rural environmental residents’ self-governance is basically from five aspects: distribution of power and responsibility,communication and coordination,integration of environmental protection forces,evaluation and supervision,long-term management and protection,and puts forward countermeasures and suggestions to improve rural environmental management in the three Gorges Reservoir area.
