With the rapid development of computer and information technology, the application of GIS has extended to advanced scientific research fields of every discipline. The combination of GIS with traditional hydrology provides new research methods for the development of modern hydrology. The application of previous GIS to hydrology was mainly fall into the static analysis of digital watershed delineation and engineering hydrological computation and presentation, such as storage, retrieval, analysis and display of hydrological spatial information. However, the application of GIS to dynamic simulation of ground hydrological process is still under development. Therefore,it is very important to construct a new spatio-temporal data model dealing with dynamic ground hydrological process and to provide a new method for GIS based flood simulation and forecasting.Focused on the fact that present ArcGIS hydrological analysis tool,Arc Hydro tool, still cannot simulate the spatio-temporal ground hydrological process, this study suggested a spatio-temporal GIS model to deal with the rainfall runoff process.Firstly, based on the Arc Hydro tool,a more efficient filling algorithm was optimized.Secondly,by C# and Arc Engine programming,a test experiment soft platform has been developed, including tools and components for raster DEM data processing and ground rainfall-runoff simulating. Finally, the suitability of the suggest model has been verified through the comparison of the analysis results of a sets of DEM in different watersheds.
