Cloud theory is a new design theory which aims to dealing with random problem and fuzzy uncertainty problem at the same time,also it has the advantage to provide a useful method to analysis,process and evaluate qualitative concept and quantitative values.Especially,the fuzziness and randomness of natural language was considered in cloud theory,so the mapping between qualitative concept and quantitative values was realized.By studying and summarizing the cloud theory together with its application,three new method is put forward:a new synthesized cloud technology,a new method to measure the differences between reality and ideal cloud center of gravity and a new method to determine the cloud gravity center in the multi-level assessment system.At the same time,to solve the problem which qualitative indexes quantitative problems are not only fuzziness but also randomness in the assessment process of college mathematics teacher competency.Therefore,the new cloud model is proposed to consider the fuzziness and randomness in evaluating the mathematics teachers' ability in colleges and universities.The ability of math teacher which include applied type of talent,compound type of talent and innovative type of talent can be evaluated by using the improved membership cloud gravity center method.The main work of this paper are as follows:(1)By using the existing synthesized cloud model the domain of the father cloud model can be obtained whose domain range is far greater than all the domain ranges covered by all the child cloud models,which increases the uncertainty of the qualitative concept.Therefore,a new synthesized cloud technology is proposed in this paper according to the determining principle of the entropy and 3 entropy rules.(2)The weighted deviation degree of membership cloud gravity center is not conform to the measure standard that is 'not responsible for the boundary,additivity,normalization',and the normalization vector will be partly offset when it has both positive and negative dimensions.Therefore,this paper adopts the weighted similarity which combines of cosine similarity and Euclidean distance instead of weighted deviation to measure the differences between reality and ideal cloud center of gravity.(3)The differences between reality and ideal cloud center of gravity can be measured by the membership cloud gravity center,was constantly applied in sheer level assessment system than in the multi-level evaluation system.In this paper,the sheer level assessment system is expanded to the multi-level evaluation system by applying the improved synthesized cloud technology,and then the membership cloud gravity center which is suitable for multi-level assessment system is put forward.(4)Through analyzing the training plan of mathematics professional talents,we determined the demand of mathematics knowledge and ability of applied type of talent,compound type of talent and innovative type of talent which can meet the need of our country's social and economic development,also the mathematics teachers' ability evaluation index system is constructed by the frequency statistics method and expert inquiry method and expert inquiry method.(5)The membership cloud gravity center based on the improved comprehensive cloud method which is suitable for the multi-level evaluation system is used to case analysis,and completed the capability evaluation of case teachers a,b,c respectively.
