Study On The Problem Of The Landless Peasants Participate The Worker's Basic Endowment Insurance In Lucheng District Of Wenzhou City

The problem of the old-age security of the land-expropriated farmers is related to the "sense of security" of the group of land-expropriated farmers,and indirectly to the urbanization process of the city.In July 2014,the "measures for collectively owned Land Management of Urban expropriation of Farmers in Wenzhou City" was issued.New regulations have been made on the channels for farmers who have been requisitioned to participate in the basic old-age insurance for urban workers in the main urban areas of Wenzhou,allowing land-requisitioned farmers to participate in the basic old-age insurance for workers through this policy.And then enjoy the basic pension insurance treatment for workers.Facing the above problems,this paper based on the practice of Lucheng District,through quantitative analysis of the new land requisition rules since the implementation of the relevant statistical data,understand that the new rules of land requisition farmers to join the basic pension insurance workers more strongly.In order to better analyze the reasons behind it,through the establishment of land expropriated farmers to participate in basic pension insurance data model combining fair theory and pension replacement theory,starting from the two aspects of sense of fairness and sense of access.Through objective analysis of the rate of return on input and the change of treatment of the land-expropriated farmers before and after enjoying the basic old-age insurance treatment of the workers,it is found that the new regulations on the transfer of insurance are positive to the land-requisitioned farmers.The positive effects have significantly improved their income levels in old age and enabled them to integrate more economically into urban life.However,from the perspective of social equity,this paper theoretically analyzes the fairness in the process of land expropriated farmers participating in the basic pension insurance for workers and staff,and finds that the fairness of the above process is limited.On the other hand,from the point of view of the current operating situation of pension insurance fund in Wenzhou and the number of months to be issued by the "reinsured",through the establishment of a mathematical model,this paper evaluates and calculates the anti-risk ability of the "transferred insurer".Found that there is a risk-resistant ability to reduce the problem.In view of the problems found above,using the viewpoint of sustainable development and drawing lessons from the practical experiences of Pudong New area,Taicang City,Suining City,etc.,From the perspective of the operation of basic old-age insurance for workers and the land-expropriated peasants participating in the basic old-age insurance for workers,respectively,suggestions are put forward to improve the ability of land-expropriated farmers to resist risks.Aiming at the problem of fairness,the paper puts forward the establishment of the commutation system of the basic pension insurance for the staff and workers,the improvement of the open system of land requisition information and the allocation system of the quota of the expropriated land.Set up the social insurance benefits to enjoy the age system and other opinions in line with the local actual situation.
