Land Consolidation Index Decomposition And Timing Arrangement In Rizhao City

The irreplaceability and scarcity of land resources determine that land resource utilization must be developed in a sustainable and efficient manner.With the development of new industrialization and urbanization construction,the reserve resources of cultivated land are continuously decreasing,and it is more and more difficult to achieve the balance of cultivated land occupation and supplement.Agricultural production conditions ? rural scattered ? abandoned idle can be improved by carrying out land consolidation,inefficient use of construction land can be rationally utilized.What's more,the space for urban and rural development can be expanded,and it is an effective way to ensure the sustainable development of land resources by measuring the potential of land consolidation to increase the available cultivated land area,improve the quality of cultivated land,and establish the goal of land consolidation planning.How to scientifically and reasonably decompose the land consolidation indicators and arrange the rectification is the key and difficult point of land consolidation.On the basis of summarizing the relevant theories of land consolidation and the relevant research at home and abroad,this paper mainly studies the decomposition of various indicators of municipal land consolidation planning.The decomposition of various indicators of land consolidation is based on the potential of land consolidation.The land consolidation potential is measured,and then according to the ratio of the potential of the various indicators to the total potential,and the proportion of the various indicators of the last round of land consolidation allocation to the total indicators,the weighting method is used to study the municipal land consolidation decomposition ideas and decomposition methods of planning indicators.Taking Rizhao City as an example,the specific indicators are decomposed,and the indicators are rationally decomposed by qualitative and quantitative analysis methods,specific gravity method and weighting method,which provides a scientific reference for the index decomposition of municipal land consolidation planning.After decomposing various indicators,this paper discusses the scheduling of land consolidation,and establishing an evaluation index system,and uses the comprehensive method to evaluate the weights of the indicators and the standardized values,and obtains the comprehensive evaluation value of the land consolidation.The comprehensive evaluation value divides the order of the consolidation areas.The specific research and results are as follows:(1)Taking Rizhao City as an example,this paper is based on Rizhao City's overall land use planning data,land use change survey data,and cultivated land quality grade supplement and improvement data,and the potential for land consolidation?potential for land reclamation?and potential for cultivation?the potential of land resource development and the potential for land consolidation in rural construction were measured.The agricultural land consolidation can supplement the cultivated land potential to a total of 1,3877.4 hectares,including the agricultural land consolidation potential of 8771.84 hectares,the land reclamation potential of 402.92 hectares and the arable land reserve land development potential of 4702.64 hectares,and the rural construction land consolidation and supplementary farmland potential of 5856.65 hectares.(2)Based on the calculation of consolidation potential,the paper analyzes the proportion of various potentials of land consolidation in each county(district)of Rizhao City,and according to various indicators of counties(districts)in theRizhao City consolidation plan from 2010 to 2015.Taking the weighted method to obtain the weighted proportion as the proportion of the indicators.According to the indicators issued at the provincial level,the consolidation planning indicators of the counties(districts)of Rizhao City in 2016-2020 are decomposed.(3)This paper studies the scheduling of land consolidation in Rizhao City from 2016 to 2020.According to the evaluation principles and objectives,a comprehensive evaluation index system was formed by land use conditions?economic and social conditions?urgency?current status of cultivated land use?agricultural land consolidation potential and farmers' support level 6 aspects.The weight of each evaluation factor is determined by Delphi method,and then established the evaluation index system.Using the weight of each index factor and the standardized value of the data for evaluation with the comprehensive method to obtain the time series evaluation value of land consolidation.According to the evaluation value,the order of consolidation is determined according to the evaluation value.The order of land consolidation in each township ofRizhao City is sorted and divided into priority consolidation area?subpriority consolidation area?medium-term consolidation district area and later consolidation district area.
