Research On The Rural Reconstruction Under The Project System

Since the middle of 1990's,under the background of national tax system reform,project system became an important way for the central government to input resources to the rural area.The definition of project system is the financial transfer payment made by the central government with the project as the carrier,most of which will be transferred from the top to the bottom by the special payment specified.Project system has also become a major form of rural livelihood projects and poverty alleviation projects.Rural reconstruction project is one of this form.Based on the control theory of the project system,the operation mode and operation procedure of the rural reconstruction project are analyzed,and also in this paper,the author analyzes the deviation of the development of dilapidated rural reconstruction project and the system dilemma.Then the author analyzes the reasons for the deviation of the renovation project of analyzes the reasons for the deviation of the rural reconstruction project.In combination with the actual work and research,the author puts forward some pertinent suggestions.This provides an idea for the operation of similar projects in the grassroots,and also provides an effective solution for the improvement of rural reconstruction project.In the context of the state's efforts to promote targeted poverty alleviation,such research also plays an extremely important role in the development of rural poverty alleviation.So,how effective is this project in the reality?Through the case study of the rural reconstruction of district D,this paper analyzes the operation of the rural reconstruction by combining the practice and applying the relevant theories of project system.Starting from the principal's intention and method and the corresponding action performance of the contractor,the difficulties in the renovation and operation of rural reconstruction under the project system.Mainly including the quality of over-standard or low-standard construction houses,the quagmire of capital appropriation,the quagmire of elite capture of recipients,the quagmire of low participation enthusiasm of all parties and frequent complaint and interview problems.After analyzing the difficulties in the actual operation of the rural dilapidated buildings reconstruction project under the project system,the reasons for the deviation between the rural dilapidated buildings reconstruction project and the national expectation are analyzed in depth using the project system theory.The sixth part is to improve the rural reconstruction project in the practical operation of several suggestions.The seventh part is the conclusion and the prospect of the project in the future.
