A Comparative Study On The Burden Of County Industrial Enterprises

In recent years,there has been a great downward pressure on our economy,and the industries come with a phenomenon of de-substantiation.The central government pays highly attention to the problem and has launched a series of policies,which include reducing the enterprise' burden of the real economy.Xiangyang,as an old industrial city and the sub-center of Hubei Province,has a good foundation for industry.To study the burden of industrial enterprises in the counties of Xiangyang can not only deepen the understanding of the general rules and characteristics of the burden of enterprises,but also help us understand the situation of burden of industrial enterprises in the counties of Xiangyang.In the first place,this paper reviews the related research on the burden of enterprises and defines the burden of enterprises,and designs an indicating system to evaluate the burden of enterprises of different regions,which is empowered by expert opinion method.And then it takes advantage of the data of 275 industrial enterprises to make a comparative study for the counties of Xiangyang,which focuses on the basic factors of production burden,the labor burden,the financing burden,the tax burden,the dues burden,and the governmental affairs environment.It also investigates the changing of the burden of labor,the burden of financing and the burden of tax.The study found that an area with higher level of economic development trends to have a lower burden of enterprises for the good performance on the tax burden,the financing burden,the dues burden and the governmental affairs environment,while a less developed area has a lower burden of basic factors of production and labor.The goals of financing burden of the counties in Xiangyang are generally low,which reflects the financing difficulty is still an important problem for the real economy.In addition,the burden of labor has decreased,while the financing burden has increased slightly,and the tax burden has increased.According to the research above,the paper puts forward some suggestions to reduce the burden of enterprises in the counties of Xiangyang.First of all,the backward areas should pay more attention to reducing the burden of enterprises,which should focus on building a better institution of administrative environment,taxation and dues.Secondly,the counties should actively explore ways and means to reduce the financing burden of enterprises,which is significant for our whole country.Thirdly,for the fact that the tax burden has not declined,the government should continue to promote the structural tax reduction measures in the supply-side structural reform.Fourthly,the regional governments should pay close attention to the dynamic changes of the burden of enterprises and prevent the enterprises from increasing the burden too quickly.Finally,the enterprises must improve their profitability,which would enhance their competitiveness,so that they can cope with the aggravating labor burden and other burdens better.
