Urbanization has always been the key policy planning of the government, and the construction of urbanization has an important impact on industrial upgrading, economic growth, people's welfare and other fields.Although China's urbanization construction has achieved remarkable achievements,it is relatively low in the level of urbanization in Hebei Province,as well as in the first—tier cities. The construction of quasi first—tier cities is very backward, which seriously affects the overall development of Hebei province.based on the present situation of Hebei province, the analysis found that : the current process of urbanization in Hebei province is slow, the level of urbanization is not high, although the level of urbanization and the gap between whole of china is gradually being narrow, but the structure of urbanization has obvious regional difference and lack of coordination between the cities. The problems of traffic infrastructure investment and the effect on the future advance of the urbanization is serious and we can not overlook this status,it can be said that the backward of traffic construction has become a bottleneck of the urban construction in Hebei province. So,under the conditions of the great advantages of infrastructure construction, regional economic, human capital, industrial structure of Beijing and Tianjin, this paper is to enhance the future city competitiveness of Hebei province in the process of integration of Beijing and Tianjin and make the transportation infrastructure investment more better, the urbanization more faster. The main content of this article is:First, analyse the current situation of urbanization and transportation infrastructure investment in Hebei Province; And then, using the panel data of11 cities in Hebei Province, from the four aspects of urbanization:population, land, economy and social urbanization.Consider with the status of Hebei,I build a index system of urbanization in Hebei province and the entropy method is used to assign objective weight to the every index of the urbanization to reflect the overall development level of urbanization inHebei province. Finally, from the two angles of the investment scale and growth rate,I use static panel and dynamic panel analyse the effect on the urbanization of Hebei Province thoroughly,as well as the influence on the urbanization of population, land, economy and society respectively. The estimation results of static panel model show that:both the investment scale and growth rate of traffic infrastructure can promote the overall urbanization level. The scale of of traffic infrastructure has the greatest impact on population urbanization, but it has little effect on land and economy urbanization, and the growth rate of transportation infrastructure investment has a low effect on the overall urbanization level, and it can only be affect the economic and social urbanization at present. While the gap between urban and rural areas has a reverse impact on economic urbanization and social urbanization. The estimation results of dynamic panel model show that:the current level of overall, population and land urbanization is affected by the level of urbanization in the previous period. At the same time,in the case of time delay in investment, the effect of investment on urbanization is enhanced, but it will weaken its impact on population urbanization, and the investment of traffic infrastructure has the reverse effect on the social urbanization. From the two aspect:urban planning and construction in Hebei Province,I make some suggestionthe:construct modern transportation system and expanse the capital inflow and financing body and strengthen the connection between the city and the city and the construct big cities that make the investment of transportation infrastructure better to promote the development of urbanization.
