Since China's housing system to market,the real estate market has entered a period of rapid development,house prices all the way up.The high real estate market boom has led to a series of problems.On the one hand,housing prices have surpassed the purchasing power of residents and rigid demand has not been met.On the other hand,real estate investment and speculative demand have been boosted.In order to stabilize the excessive growth of housing prices,our government has adopted a variety of policy tools for macro-control,including: land,monetary,fiscal and interest rates and other policies.As an important lever to regulate the supply and demand of the real estate and the distribution of the social economy,the real estate tax policy plays an important role in guiding the rational allocation of real estate resources and strengthening the local government revenue.What is the relationship between real estate tax and house price,and how it influences the real estate tax? How to make the real estate tax more effective to control the real estate tax is the key problem that this paper needs to solve.According to the theoretical basis of fiscal decentralization,the fiscal decentralization variable is selected as the explanatory variable of this article,and the core explanatory variables such as real estate tax and transfer payment are selected to explain it.The empirical test is used to analyze and demonstrate the hypothesis.And the regression results are described.Taking into account the specific circumstances of our country,this paper from the national and regional levels,the regression analysis were to verify the national and eastern,central and western real estate tax on the local government whether the impact and impact of the size.Through the analysis,the following conclusions can be drawn: at the national level,the real estate tax has an impact on the local government,and showing a positive correlation characteristics,the real estate tax is conducive to local governments to create more tax revenue,is conducive to strengthening our finances Decentralization,can better make the local government play the role of local public resources allocation;at the regional level,the real estate tax on the local government there is an impact,and in the eastern,central and western regions show different characteristics.In the economically developed eastern and central regions,the correlation coefficient is relatively high and positively correlated.The correlation coefficient is relatively small in the economically underdeveloped central and western regions,and the effect of transfer payment is more obvious.Therefore,for different areas of economic development,the focus of government policy should also be differentiated.Finally,it is based on the conclusions of this paper,put forward the relevant policy recommendations.
