Research On Affordable Housing Contractor Cost Control Based On The BT Model

At present,affordable housing is an important part of China's local real estate market,which can alleviate housing demand of low-income families,but the increasing number of affordable housing also brings enormous pressure to the government finance.In this context,the government began to explore and quote more advanced financing means to alleviate the financial pressure to meet the needs of the affordable housing.As a derivative version of the BOT mode,BT mode into the vision of theorists and practitioners,more and more scholars found that the BT mode for the construction of public infrastructure,has a significant effect,can provide stable financial support for the city planning and construction,the government only needs to undertake supervision and repurchase obligations,obligations of enterprises the financing and construction of the government's financial pressure has been eased greatly.However,in the actual application process,under the influence of many factors,the profit margins of contractors under the BT mode are getting smaller and smaller.The enterprises who really want to participate in the construction of urban public infrastructure are decreasing.Therefore,it is necessary to study the cost control of contractors under the BT mode,especially for the contractors of affordable housing,cost control is imminent.This paper mainly adopts the method of literature reading,case analysis and analytic hierarchy process to analyze the cost control of the contractor.First of all,the qualitative analysis method based on the BT model,the related concepts and connotation of affordable housing contractor cost review;secondly,make full use of charts and formulas,analyze the budget cost of a specific case,determine the key link of cost control case;finally,the quantitative analysis method based on the specific case of cost control comprehensive evaluation,with reference to previous research results,the hierarchical evaluation model establishment includes three dimensions,the upper part of the project control and the basement project control is focus on the next stage of project cost control,need to focus control and management.This paper is expected to achieve two objectives: first,to further understand the connotation and characteristics of BT model,and achieved certain results in the BT model of affordable housing application areas;second,in-depth understanding and analysis of the housing security contractor cost content,BT mode method and management measures for the analysis to find out the problems,put forward suggestions for improvement.
