Since the implementation of the system of paid use of state-owned land in China,the land market and the real estate market have developed rapidly,and the demand for urban residential land is increasing with the process of urbanization and modernization.Because the price of residential land is the main component of the price of commercial housing,accurate assessment of it is crucial to the smooth and healthy development of the land market and real estate market.After researching and analyzing the relevant content of China's land evaluation,we found that there are many studies on land price assessment,and there are few studies on the evaluation of land objective quality.At present,most of the domestic and foreign land evaluation studies are based on the transaction land price,qualitative analysis combined with quantitative analysis to establish the land price assessment method.The transaction price is based on the advantages and disadvantages of the land and integrates other non-objective factors,such as competitors' quotations,risk preferences of leaders,their own technical strength,brand effects,and cost control capabilities.However,the fact that China's real estate market is at a stage of maturity,various systems,policies,etc.are not perfect,which has resulted in land prices that have already been dealt with are not very reasonable and accurate.Therefore,at this stage,the land price has been used as a criterion to judge the credibility and accuracy of the assessment results.Based on this situation,the paper analyzes the method of using the attribute reduction algorithm of rough set and the improved rough set to determine the weight of the attribute.It can quantitatively analyze the influencing factors without considering the effect of the traded land price,and extract the key factors,fully consider the interaction between factors and determine the weight of each factor,overcame the deficiencies of excessive dependence on subjective experience in the process of determining weights in the past.Based on the above research and analysis,the paper established a model for assessing the quality of urban residential land.Then,the paper takes the Hefei city as the research object,through combing the existing literature,summarizes the influencing factors of the evaluation of the residential land in Hefei urban area.Through the data collection and arrangement of 153 residential lands that were publicly traded in Hefei city from 2014 to 2017,the key influencing factors of the evaluation of residential land use in Hefei urban area are extracted by using the attribute reduction algorithm of rough set and Rosetta software.The improved rough set attribute weight determination method is combined with Matlab and Rosetta software to calculate the weight of each factor and establish the standard of each factor's action score.Finally,the paper makes a fitting correlation analysis between the scores obtained by the evaluation model calculations and the actual transaction land prices.It is found that the consistency of the two parties is high,but there are large differences in some of the land,through research and analysis of abnormal land masses.It is found that the actual transaction land price is often affected by other non-objective factors,and the assessment model of land masses can more accurately determine the objective value of the land parcel.Based on the attribute reduction algorithm of rough set and the method of improving the attribute weight of the improved rough set,the paper constructs a model for assessing the quality of urban residential land,which not only improves the existing land evaluation method,but also provides a reliable reference and basis for the land price assessment of the land sector and the real estate enterprises.It can avoid the sale of land at a low price and lead to the loss of state-owned assets.It can also avoid high-cost land acquisition,resulting in the frequent occurrence of “land kings” and pushing up prices.
